§ 38.149   COMMITTEE OF THE WHOLE.
   When the Village Council resolves itself into the Committee of the Whole, the Mayor or such other member of the Village Council as Council may appoint shall preside. The rules of the Village Council shall govern the Committee of the Whole except for the following.
   (A)   The previous question may not be moved.
   (B)   The “yeas” and “nays” shall not be recorded.
   (C)   Four members elected to the Village Council shall constitute a quorum.
