(A) The total amount appropriated for Council's travel and training budget for a fiscal year shall be equally divided among all Council Members and the Clerk of Council. Provided, however, a larger percentage shall be allocated to new members of Council and a new Clerk of Council. A new Council member shall mean any Council member serving their first term including those that previously held a seat on Council provided there was a break in service. A new Clerk of Council shall mean any individual not previously employed as a Clerk of Council of the Village of Lincoln Heights or another political subdivision for twelve months or longer.
(B) As an illustration of the application of Subsection (A), if Council consists of two new Council members and a new Clerk of Council, then 15% of the Council's travel and training budget shall be allocated to each one of those individuals for a total of 45%. The other five Council members shall be allocated 11% for a total of 55%.
(C) Members of Council that require Village funds to pay for meals, travel, lodging, registration fees and the like shall submit a written requisition to the Clerk of Council at least two weeks prior to the date of the event. The requisition shall be forwarded to the Mayor who shall forthwith confirm the availability of funds based on that Council member's allocation and usage, as well as the funds remaining in Council's travel and training budget. Provided there are allocated funds available for the Council member's requisition, the Mayor shall forthwith sign the requisition and forward it to the Manager for signature and submission to the Finance Department.
(D) Members of Council that use Village funds to pay for travel or other expenses in connection with legislative training and conferences shall submit a written report to all Council members within two (2) weeks of the date of said training or conference. The Clerk of Council shall place the written report on the regular agenda for the next Council meeting for review and discussion.
