Five members elected to the Village Council shall constitute a quorum and a majority of the elected members shall be necessary for the transaction of business. If a quorum is not present those in attendance may adjourn by a majority vote until a later time or date or may recess and direct the Clerk to procure the attendance of absent members. When a quorum is present, a majority vote of those members shall be sufficient to transact all business except the enactment of ordinances and as a larger number is required by law or the rules of the Village Council.
