§ 38.069   ROLL CALL VOTE.
   (A)   When a roll call vote is required, the Clerk shall call the roll and each member as his or her name is called shall answer in the affirmative or negative unless excused or excepted from voting. Silence, when the member is present and entitled to vote, will be recorded as a “yea” vote.
   (B)   It shall not be in order for members to explain their votes during the call of the roll.
