§ 38.057   ADDRESSING CHAIR.
   Every member speaking to a question or making a motion shall address the Chair as “Mr. President” or “Madam President.” The Chair shall thereupon state the name of the member entitled to the floor. Members addressing the Village Council shall confine themselves to the question under debate.
