The journal of proceedings of the Village Council shall be kept by the Clerk of the Village Council and shall be open to public inspection at all reasonable times. The journal of proceedings of the Village Council for regularly scheduled meetings shall be prepared and delivered to Council for review five business days following such regular meeting. The journal of proceedings of the Village Council for special meetings shall be prepared and delivered to Council for review ten business days following such special or emergency meeting. At the desire of any member, the “yeas” and “nays” shall be entered upon the journal.
