§ 38.003   PROCEDURE IN ABSENCE OF RULE.
   In the absence of a rule, the Chair shall declare the procedure to be followed subject to appeal. Upon appeal, the Chair shall be sustained unless a majority of the Village Council objects to the procedure declared by the Chair, in which case the current edition of Robert's Rules of Order shall govern.
