§ 37.31   COMPLAINTS AND GRIEVANCES.
   (A)   Employee complaints shall first be discussed with employee's immediate supervisor. If the matter is not resolved, the employee shall present the complaint to his or her department head.
   (B)   After discussing his or her complaint with his or her supervisor and department head, if the employee's complaint is still not resolved, he or she shall register his or her complaint the Village Manager either in writing or by appearing in person, stating the reason for his or her complaint or grievance, including all pertinent facts of the case.
   (C)   Within five days after registering of a complaint, the Village Manager may call a meeting which will include the department head, the complainant, and any other person or persons involved in the complaint. The Village Manager will preside at the meeting and hear the entire case and obtain all the facts.
   (D)   The Village Manager shall make a written report of his or her findings and make a decision within three days.
   (E)   If the aggrieved employee feels that he or she has not received a fair hearing or that the problem has not been satisfactorily and justly resolved he or she may appeal to the Personnel Advisory Board by filing a written notice of appeal with the Board, via the Village Manager, within 20 days of the rendering of the decision by the Village Manager.
