§ 37.19   REVIEW AND AMENDMENT OF PAY PLAN.
   (A)   Prior to the annual submission of the budget to the Council, the Village Manager shall have completed a review of the pay plan and policies and shall submit to the Council his or her findings in the manager's budget message and in the annual tax budget in accordance with §§ 4.02 and 4.03 of the Charter.
   (B)   The rates of pay for each class of positions shall be stated in the annual appropriation ordinance in accordance with §§ 4.09 and 4.10 of the Charter.
