§ 37.07   NEW APPOINTEES.
   (A)   Generally a new employee shall be paid the minimum rate of pay for his or her class. Exceptions may be granted in the following cases on the written prior approval of the Village Manager.
   (B)   The minimum rate of pay for each class is based on the assumption that a new employee meets the minimum qualifications stated in the class specification. If it becomes necessary to appoint a new employee of lesser qualifications, he or she should be started at one step below the minimum rate of pay for the class.
   (C)   If a new employee has related work experience and more than the minimum qualifications for the classification to which his or her position is assigned, he or she may be hired above the minimum rate of pay and may be paid at an appropriate step within the range for the grade to which his or her position is assigned.
   (D)   Each new employee shall be required to serve a probationary period of six months, and the Village Manager may extend the probationary period for an additional six months or part thereof if after consulting the appropriate department head or supervisor it is determined that an extended period of observation and evaluation would be in the best interests of the municipal service. Unsatisfactory probationary employees shall be separated on or before the completion of their probationary period. On satisfactory completion of the probationary period, an employee shall be given permanent status and raised after two years to the next step in the pay range to which his or her class is assigned.
