Every person who rides, drives, propels or is in charge of any motor-propelled vehicle upon any streets or alleys or other public places within Section 35, Township 2 North, Range 69 East and specifically within the community of Ursine, save and except upon any state and/or federal highways, in other than a careful manner and without due regard to the safety of persons, vehicles and property upon such streets, shall be deemed to be driving in a reckless manner.
