No person shall kindle or maintain any bonfire nor open outside fire of any description nor any outside incinerator, or shall knowingly furnish the material for any such fire or incinerator, or authorize any such fire or incinerator to be kindled or maintained on or in any street, alley, road, lane or public ground or upon any public or private ground within the town of Pioche unless a written permit so to do shall have been secured from the Pioche fire department.
