4-2-5: EXEMPTIONS:
The provisions of this chapter do not apply to those businesses which:
   A.   Operate a manufacturing or wholesale business;
   B.   Are prohibited from conducting retail sales; and
   C.   Prohibit public access to the premises; and
   D.   Meet all zoning requirements; or
   E.   Personal introduction businesses. (1983 Code § 5.24.090)
