§ 53.01 SERVICE FEE.
   There is established, imposed and implemented a service fee on active water services provided to occupied households, businesses, agribusinesses in the county, calculated at $4 per active water service.

§ 53.02 911 COMMUNICATIONS.
   Every water company, water association or other entity operating a water distribution system in the county, where specifically named herein or not, shall collect the herein established service fee and remit amounts so collected, on not less than a quarterly basis, to Bluegrass 911 Communications and shall be permitted to withhold 3% of these monies for the administration of this service fee.

§ 53.03 APPEAL.
   When any resident of the county has more than three water meters that he or she is paying a monthly bill on, and which are not connected to a residence, business or office, said person may file an appeal by filling out and filing with the Bluegrass 911 Central Communication Board an appeal form, seeking reimbursement for the fee herein imposed once per year for each meter over three. If the appeal is granted by the Board, the individual shall be reimbursed the amount of the fee herein imposed for each meter over three. If the appeal is granted, the Board will also issue a 1099 tax form to the appealing party. The appealing party must provide information to prove that said party has paid the water bills they are requesting reimbursement for. There shall not be a reimbursement for any meter connected to a business, office or residence.
