The purpose of this chapter is to promote the general public welfare and safety throughout the town and, as such, upon the passage of the ordinance codified herein, the operation of marijuana cultivation facilities, marijuana product manufacturing facilities, marijuana testing facilities or retail marijuana stores within the incorporated areas of the town shall be strictly prohibited.
