§ 90.006 PERSONS AUTHORIZED TO INOCULATE AND ISSUE LICENSES.
   (A)   Inoculation of dogs under this subchapter may be performed by any licensed veterinarian of the state and licenses for dogs shall be issued by the Police Department of the town.
   (B)   The owner or harborer of every dog so inoculated shall pay the veterinarian inoculating same his or her fee therefor and shall pay an annual license fee to the town as follows:
      (1)   Each neutered male or each spayed female: $5; and
      (2)   Each unneutered male or each unsprayed female: $10.
   (C)   Any license obtained outside the time limitations herein set forth shall bear a penalty of $10, which penalty shall be in addition to the license fee and paid to the Police Department at the time of license purchase.
