Whenever any provision of the Ohio Fire Code, as adopted in Section 1602.01, uses the term "shall" to describe an act or action to be taken by the code official or other official or employee or agent of the City, the term "shall" shall be interpreted to mean that such official, employee or agent may act or take such action at his or her discretion.
