If any person installs or orders electrical wiring or devices to be installed, without first securing the required permit therefor, 300 percent of the inspection charge shall be required, based on, and in addition to, the applicable inspection fees contained in Section 1470.14. The payment of such extra charge shall not release such person from any other penalty.
