1420.03   ALTERATION AND REPAIR.
   If an existing building is damaged by fire or other causes or if alterations and repairs are made, to an extent of more than 50% of the value of the building before such damage or alteration, the entire building or structure shall be made to comply with the requirements of this Building Code for new buildings. If the cost of such alterations or repairs is less than 50% of the value of the building, the Building Commissioner shall determine to what degree the portions so altered or repaired shall be made to conform to the requirements of this Building Code, except for the roofing requirements provided in Section 1420.04.
