1052.02   DEFINITIONS.
   As used in this chapter:
   (A)   "Commercial unit" means any building, office, or structure that is not a residential unit or double-family residence as defined in divisions (c) and (k) of this section, respectively.
   (B)   "Director" means the Director of Utilities of the City.
   (C)   "Double-family residence" means the grouping together of two residential units under a common roof.
   (D)   "Elderly customer" means an account where the principal user of the garbage and refuse service is 65 years of age or older.
   (E)   "Garbage" means the waste or offal of any fish, fowl, fruit, vegetable or animal matter resulting from the preparation of food for human consumption from houses, kitchens, hotels, restaurants, markets, commission houses, etc., but does not include shells from oysters and clams.
   (F)   "Handicapped customer" means an account where the principal user of the garbage and refuse service has been issued a handicapped restriction by the State or other appropriate agency or entity approved by the Director.
   (G)   "Multi-family residence" or "apartment" means the grouping together of three or more residential units under a common roof.
   (H)   "Recyclable material" means ferrous and non-ferrous (aluminum) cans, newspapers, glass bottles, PET/HDPE plastic bottles and cardboard.
   (I)   "Recycling bin" means a 14-gallon capacity bin in which glass bottles and jars, aluminum and tin cans and plastic beverage containers are to be placed and commingled by the occupants of each residential unit, unless served by other storage units. Such bin must meet the requirements of the Director.
   (J)   "Refuse" means paper, barrels, boxes, baskets, wood, rags, old shoes, leather, carpets, broken glass, crockery, tin cans, rubber, ashes, discarded furniture, including beds, springs, mattresses, overstuffed furniture and other furniture, appliances, bicycles, sleds, swing sets, tools and comparable material and yard refuse materials, including grass clippings, weeds, Christmas trees, bushes and brush and branch clippings, when securely bound in bundles not exceeding four feet in length.
   However, the term does not include earth, sod, rocks, concrete, bricks, stones, sand, plaster or other substances accumulating as a result of building construction or remodeling and trees or parts thereof, except small branches bundled as provided herein. This term also does not include the material defined under "recyclable material."
   (K)   "Residential unit" means the place of abode of persons living separately or together as an independent family.
   (L)   "Trailers" means those residential units as defined in Section 856.01 of the Business Regulation and Taxation Code.
   (M)   "Yard waste" means leaves, grass clippings, light brush, weeds or crop residue.
