The system of collection and disposal of garbage and refuse by the City is hereby declared to be a public utility. The services provided for in this chapter shall be rendered to all persons upon compliance with all City regulations pertaining to such utility and upon payment of the rates provided in Section 1052.03, as the same may be amended from time to time.
