866.04   ISSUANCE OF LICENSE.
   Upon receipt of the application and bond or evidence of liability insurance and if the same meet with his or her approval, the Building Commissioner shall certify them to the City License Clerk. Upon payment to him or her by the applicant of the required fee, the Mayor shall issue a license to the applicant to engage in the business of constructing, erecting, maintaining or altering signs and outdoor display structures and of billposting and sign painting. Such license shall be in effect for the balance of the current calendar year and may be renewed annually upon the payment of a like fee for each renewal. The license shall not be transferable. The bond or evidence of liability insurance shall be held by the City Auditor. Persons who obtain a license under this chapter shall be exempted from obtaining a license under Section 806.01 of this Business Regulation and Taxation Code.
