806.01   LICENSE REQUIRED; FEE; EXCEPTIONS.
   Every person engaged in the business of bill posting and posting signs for advertising purposes, distributing bills or advertising matter of any kind, or tacking cards or advertising matter shall pay an annual license fee in the amount provided in Section 868.01. Merchants conducting a regularly established business in the City shall not be required to pay such license fee for advertising their own business, but shall not be permitted to distribute handbills, posters, and other advertising matter by placing the same in or upon automobiles or other vehicles on public ways, placing such matter in private yards, or passing out the same to pedestrians on or adjacent to public ways. No signs, cards or other advertising matter, other than traffic signs, shall be placed upon any poles, lighting standards, or trees in any street within the corporate limits.
