(A) Every person engaged in the business of operating carts, drays, dump wagons, wagons, moving vans, baggage wagons, express wagons, or vehicles of any description kept for hire and transporting property on the streets of the City shall pay an annual license fee in the amount specified in Section 868.01 for each agency, for each vehicle, and for each cart.
(B) Each licensee shall display on each such vehicle a license plate showing that such license has been obtained, which plate shall be furnished by the licensing authority without additional cost to the licensee.
(C) Trucks and vehicles owned and used by manufacturing, retail, and wholesale concerns in connection with the operation of such business shall not be required to obtain such license nor shall this section apply to holders of State permits who receive immunity from municipal license regulations by the provisions of State law.
