Notwithstanding anything in this chapter to the contrary, minor repairs to antenna elements may be made without the necessity of a permit or certificate of approval, provided that a prompt report thereof is made to the City Engineer. Should a check thereof by such official disclose defects, however, the same must be pointed out and corrected in the manner set forth in this chapter.
