854.08   BOND.
   Every person engaged in the business of erecting antenna systems for television antennae, satellite antennae and radio antennae shall annually file with the City Auditor a good and sufficient bond approved by such official, payable to the City, in the sum of ten thousand dollars ($10,000). Such bond shall indemnify, save and keep harmless the City from any and all costs, damages and expenses of any kind which may be suffered by the City or which may occur against the same by reason of the granting of permission to erect any television antenna or to perform any work thereon or by reason of any acts or things done under or by authority granted by the City Engineer. Such bond shall also inure to the use and benefit of any person or property by reason of the construction, care and management of such antenna and may be drawn upon, in the name of the City, for the use and benefit of any such person but without cost or expense to the City.
   The maintenance of such bond in full force and effect as herein provided shall be a prerequisite to the issuance of any permit and certificate of approval required under this chapter, except that such bond shall not be required by a property owner desiring to perform such work upon his own property.
