840.16   EMERGENCY CALLS; 911 CALLS
   (A)   The Mayor is authorized to develop an emergency call dispatching policy that provides for the manner and method by which EMSO’s are requested to respond to emergency medical service calls received directly by the City or received by the City through the local 911 emergency dispatch system.
      (1)   Such policy may provide for a system whereby emergency calls are dispatched to EMSO’s licensed under this Chapter, and the Lima Fire Department, on a rotating basis, as much as is practicable, so that reasonable attempt is made for each such EMSO and the Lima Fire Department have the opportunity to receive an approximately equivalent number of such calls in a calendar year, as much as may be practicable. Exact equality of dispatches shall not be a goal or specific requirement of this policy. By adoption of this policy, no EMSO is guaranteed a certain number or percentage of dispatches from the City, and no EMSO may rely upon this policy as any claim or entitlement to receive any such dispatches.
      (2)   Such policy may provide for revocation or suspension of the opportunity to receive such emergency calls, and the opportunity for the appeal thereof.
   (B)   Only EMSO’s licensed under this Chapter, and the Lima Fire Department, shall be eligible to receive emergency calls under this section and policy.
   (C)   To be eligible to receive emergency calls, each such EMSO and the Lima Fire Department must maintain at least one fully equipped advanced life support, paramedic-manned, licensed ambulance, staffed 24 hours a day, 7 days a week, 365 days a year, which is available to respond to emergency calls dispatched pursuant to this section and such policy. This ambulance may be one of the ambulances required under Section 840.03(B).
