832.04 ISSUANCE.

All licenses shall be granted by the Mayor after payment by the applicant of the license fee required in Section 832.05. Before the application is acted upon by the Mayor, he may require the approval thereof by the Chief of Police, the Fire Chief and the City Engineer.
