(A) All license fees for mechanical amusement device arcades shall be paid in full to the City License Clerk at or before the issuance of the license. Except as otherwise provided by law, such license fee shall be deposited in the City Treasury to the credit of the General Fund. The annual fee for each mechanical amusement device arcade shall be the amount provided in Section 868.01. For all licenses granted between January 1 and July 1, the full annual fee shall be paid. For all licenses granted between July 1 and January 1, one-half the annual fee shall be paid. All licenses shall expire at 12:00 midnight on December 31st of each year. No refund or rebate shall be made to a licensee retiring from business, and no license shall be sold or transferred to a new owner or proprietor.
(B) Any such license granted shall be valid only for the location specified in the application therefor. If the licensee thereafter desires to change the location of such mechanical amusement device arcade, he may do so upon an application to the City License Clerk and the payment of a transfer fee specified in Section 868.01. The request for transfer of location shall be approved by the Mayor.
