Whenever the Chief of Police finds that any machine, device, apparatus or instrument within the City is causing interference of the type prohibited by § 656.01, he shall serve written notice upon the person in charge of the machine, device, apparatus or instrument, setting forth the basis of the complaint. Thereupon it shall be the duty of such person in charge to cooperate with the Chief of Police in determining, by actual demonstration thereof, whether such machine, device, apparatus or instrument is in fact causing interference of the type prohibited by § 654.01.
