The coins required to be deposited in parking meters by Section 454.07 and fees from parking tickets and the "Texas Boot" are levied and assessed as fees to provide for the proper regulation and control of traffic upon the public streets; to cover the cost of supervising and regulating the parking of vehicles; to acquire, purchase, construct, maintain and operate off-street parking facilities; and to cover the cost of the rental, purchase, supervision, protection, inspection, installation, operation, maintenance, control and use of parking areas.
