§ 452.16 SNOW EMERGENCIES.
   (a)   Within four hours after four inches or more of snow has fallen in the territory designated on the Traffic Control Map, in conformity with Sections 406.08 through 406.10, no owner, driver or person in charge of any vehicle shall park the same upon any street or public ground so designated and no such person shall fail to remove forthwith any vehicle parked therein. Failure to remove a vehicle as herein provided shall be deemed a sufficient ground to authorize members of the Police Department to impound such vehicle, in accordance with the provisions of Section 404.07.
   (b)   Upon the removal of snow from the portion of the street adjacent to the curb, parking restrictions shall become inoperative with respect to that particular location.
