(A) The City shall perform all engineering related work and services for street reconstruction projects utilizing employees of the Engineering Department, without charge to affected property owners, unless the Director of Public Works determines that engineering services, provided by other than the City's Engineering Department, are necessary for the proper planning, design or construction of the project, and notifies Council of the same, in writing.
(B) Upon the approval of Council of the determination of the Director of Public Works, the cost of such engineering services, provided by other than the City's Engineering Department, shall be assessed to the affected property owners for the particular street reconstruction project.
