284.01   PROCEDURE.
   When it is determined that personal property belonging to the City having a value of one thousand dollars ($1,000) or less is unnecessary or unfit for City use, Council may, by adoption of a simple motion, authorize the same to be sold by the Mayor in any manner which he deems advisable. If property has a value in excess of one thousand dollars ($1,000), opportunity for competition shall be given, as required by the City Charter.

284.02   DEMOLITION SALVAGE MATERIAL.
   (A)   For any structure inside the city which is scheduled for demolition by an agent or contractor of the city, pursuant to an order of the Building Commissioner, the Mayor may designate one or more city employees to determine prior to demolition whether there is any salvageable material within or on the structure which may be reasonably suitable for a municipal use in the foreseeable future.
      (1)   If the Mayor determines there is any salvageable material within or on the structure which may be suitable for a municipal use the Mayor may cause such material to be removed from the structure and thereafter properly used and accounted for by the city.
      (2)   If the Mayor determines there is no salvageable material within or on the structure which may be suitable for a municipal use the Mayor may enter into contract with one or more persons or entities to salvage such material, upon the terms and conditions the Mayor deems appropriate including conditions which allows for the salvage material to be useable in the rehabilitation of other structures within the City or to otherwise benefit economic investment and use of resources inside the City.
