(A) An Employee Service Awards Program is hereby established in order to develop and implement programs which will improve the productivity of City government and to involve employees in this process by rewarding their efforts.
(B) The City Auditor is hereby authorized and directed to issue his or her warrants against the proper appropriation item in payment of the obligation herein authorized upon presentation of the proper voucher or vouchers therefor.
