A policy is hereby established by and for the City whereby upon receipt and realization of a savings of the cost of medical expenses, by revealing medical cost billing errors, the employer who is responsible for such cost savings shall be entitled to a bonus of ten percent of the applicable cost savings that the Mayor acknowledges to have been attributable to said employee. Eligibility for said bonus is to be determined by the Mayor.
