244.40   EMPLOYEE SUGGESTION PROGRAM.
   (A)   An Employee Suggestion Program is hereby established in order to develop and implement programs which will reduce the cost and improve productivity of City government and to involve employees in this process by soliciting their input and rewarding their efforts. Department directors, deputy directors and elected officials are excluded from said program.
   (B)   Incentive awards for employees participating in the Employee Suggestion Program are established as follows:

   (C)   An Employee Suggestion Program Committee is hereby formed, consisting of the Auditor, Finance Director, Administrative Coordinator, the appropriate department director, and the union representative of the union of which the employee making the suggestion is a member. If the employee is not a union member, then the union representative position shall be filled by the Human Resources Director. Said Committee is hereby given the authority to review suggestions and to determine what suggestions will be adopted, to authorize the award to be given to the employee, and to determine eligibility for said award.
