244.30   ADMINISTRATION OF THE PAY PLAN.
   (A)   The first five steps of the pay ranges shall be interpreted as follows:
      (1)   Step A is the minimum rate and shall normally be the hiring rate for the class. In cases where it is difficult to secure qualified personnel, the appointing authority, with the authorization of the Civil Service Board and Council, may hire at Step B or C.
      (2)   Step B is an incentive advancement to encourage an employee to improve his work. Employees shall be advanced to Step B at the beginning of the pay period following the completion of six months of satisfactory service.
      (3)   Step C represents the middle value of the salary range and is the rate at which a fully qualified, experienced and conscientious employee may expect to be paid after a reasonable period of satisfactory service. An employee shall be advanced to Step C at the beginning of the pay period after the completion of 18 months of service in the class. After one year at Step B, an employee may be advanced to Step C, provided that the advancement is recommended by the appointing authority and approved by the Civil Service Board.
      (4)   Step D is to reward employees who have completed long service with the City. An employee shall be advanced to Step D at the beginning of the pay period after the completion of thirty-six months of service in the class.
      (5)   Step E is to reward employees who have completed longer service with the City. An employee shall be advanced to Step E at the beginning of the pay period after the completion of sixty months of service in the class.
   (B)   In any case where, by reason of unusual circumstances, rigid adherence to the foregoing principles relating to salary adjustments would cause a manifest injustice, Council, on recommendation of the Civil Service Board, may make such order relating thereto as ln its discretion is proper.
   (C)   Notwithstanding the foregoing provisions of this section, an employee who is promoted or reclassified from one class to another, which has a higher or overlapping salary range, shall be placed in Step A of the new range or in a step above his or her old salary, whichever is higher.
   (D)   Notwithstanding the foregoing provisions of this section, an employee who is promoted from one class to another shall advance to the next pay step upon the completion of six months ln the pay step established pursuant to subsection (C) hereof. Thereafter, the employee shall again advance to the next pay steps after successive completion of the required time periods.
   (E)   When one employee continuously occupies two or more positions concurrently, the highest salary range provided for one of the positions occupied shall be the appropriate range for determining the total compensation.
   (F)   For purposes of this section, employees who have resigned and are subsequently duly reinstated shall be considered, for pay purposes, the same as original appointees. Employees separated from the service because of injury or physical disability and subsequently duly reinstated to the same or similar positions and employees laid off because of shortage of funds or work and subsequently re-employed shall be given credit for previous service.
