(A) The City Auditor shall deduct from the salary or wages of any City employee who belongs to a labor union, employee association or the Lima City Employees' Federal Credit Union, the dues, shares and premiums of such labor union, employee association or the Lima City Employees' Federal Credit Union, provided that the employee signs a request in writing authorizing the City Auditor to make any such deductions. Deductions shall not include initiation fees or special assessments. Such authorization shall be revocable by written notice of the employee. The City Auditor is hereby authorized to draw his warrant on the City Treasurer in favor of the labor union, employee association or the Lima City Employees' Federal Credit Union for the amounts authorized and due such organization.

(B) The City Auditor is further authorized to promulgate rules and regulations for the administration of the voluntary wage deductions authorized in subsection (A) hereof, including, but not limited to, the preparation of necessary forms, lists of names, the time for the filing of the authorization for a deduction and the time for filing the cancellation of a deduction.
