(A) No classified employee shall be paid for attendance at City Council meetings or Council committee meetings unless directed to attend by the Mayor, Council, Director of Law or Auditor. If the employee is directed to attend by the Mayor, Council, Director of Law, or Auditor, then he shall be paid time and one-half his rate of pay for the time spent at the meeting.
(B) Notwithstanding subsection (A) hereof, department heads shall not be paid for attendance at City Council meetings or Council committee meetings.
