244.18   OVERTIME GENERALLY.
   (A)   It is the policy of the City that overtime work shall be discouraged. If a department head believes that work in excess of the established work week is required, he shall obtain the approval of the Mayor prior to authorizing such overtime for any employee.
   (B)   When overtime is authorized by the Mayor, time in excess of 40 hours per week or eight hours per day shall be paid at one and one-half times the employee's regular rate of pay. At the option of the employee, compensatory time-off may be taken by the employee in lieu of overtime pay, but shall be scheduled with the approval of the employee's department head. Compensatory time shall be computed at one and one-half times the hours worked, but shall not be accumulated in excess of 40 hours; provided, however, that sworn officers of the Police Department may accrue compensatory time to a maximum of 60 hours. Any overtime which would cause total compensatory time to exceed the applicable limit shall be paid to the employee. Compensatory time shall not accrue for work on holidays as set forth in Section 244.05.
   (C)   Members of the Fire Department whose established work week exceeds 40 hours, or whose established work day exceeds eight hours, shall be paid overtime rates, or granted compensatory time, only in the event that work is performed in excess of the established work day or week.
