244.14   GROUP HEALTH INSURANCE.
   (A)   Effective the first day of the first month after the completion of 30 days of employment, the City shall pay the entire premium of a family prescription drug insurance plan providing a two dollar ($2.00) deductible amount for each prescription, and also of hospitalization and surgical group insurance, for all employees and their immediate families, including those employees over the age of 65 years. The policy shall provide that employees over the age of 65 years shall have the same benefits as younger employees, except for those costs and expenses covered by Medicare. The policy shall also provide full coverage for hospital and emergency room treatment and shall further provide for payment of the usual, customary and reasonable charges for doctor's services in childbirth for those employees who have a family policy.
   (B)   For employees who become eligible for Medicare before January 1, 1984, effective the first day of the first month after the completion of thirty days of employment, the City shall reimburse each employee over the age of sixty-five years for premiums paid by him or her for Medicare coverage for himself or herself and his or her spouse, unless such payments are made by another pension or retirement fund.
   (C)   This section shall not apply to elected officials, members of boards and commissions, provisional employees, temporary or seasonal employees who do not work 12 months per year and students who are employed on a part- time basis.
   (D)   The City shall pay only the premium for one policy of insurance if both a husband and wife are employees of the City. An appointing authority shall have full power to determine to which employee such policy shall be issued.
