232.12   AUXILIARY POLICE.
   (A)   Establishment. Pursuant to Ohio R.C. 737.051, there is hereby established within the Police Department an auxiliary police force, the members of which shall be appointed by the Mayor with the recommendation of the Chief of Police. The establishment of an auxiliary police force will in no way affect the strength ordinance of the Department.
   (B)   Service. Auxiliary police officers shall serve as long as the Mayor may direct or until resignation in writing is submitted to the Mayor or upon a violation of the rules and regulations of the Department as determined by the Mayor.
   (C)   Command. The Chief of Police shall be the commanding officer of the auxiliary police force. The Chief of Police or his or her designee shall have control of the assignment, training, stationing and direction of auxiliary police officers.
   (D)   Powers. Auxiliary police officers shall have all police powers, but shall perform only such police duties as are assigned specifically in writing by the Chief of Police or his or her designee and shall act only when they are in the prescribed uniform. The Chief of Police shall describe the time and place such uniform shall be worn. Auxiliary police officers shall obey the chain of command within the Department, shall take orders from all regularly appointed members thereof and shall be subject to the Rules and Regulations and the Policies and Procedures of the Department.
   (E)   Rules and Regulations. The Chief of Police, with the approval of the Mayor, shall prescribe the rules and regulations for the appointment of auxiliary police officers, their conduct and the control of the auxiliary police force.
   (F)   Conditions of Service. Auxiliary police officers shall serve on a voluntary basis, shall not be compensated in any manner by the City, and shall in no manner be considered employees of the City because of their membership in the police auxiliary. Auxiliary police officers shall be responsible for all expenses incurred for training, uniforms, medical insurance and liability insurance.
