(A) Uniform Fund; Establishment and Purpose. There is hereby established a Uniform Fund for members of the Police Department for the purpose of allocating money for the purchase of uniforms and clothing for Department members required to wear the same in the line of duty. The Uniform Fund shall be placed under the supervision of the City Auditor and disbursed under his direction in the manner herein stipulated.
(B) Use of Fund. The Uniform Fund shall be used for the sole purpose of purchasing various items of official uniforms and clothing required to be worn by Police Department members, which items of uniforms and clothing so purchased shall at all times remain the property of the City.

(C) Uniform Allowances. Each member of the Police Department, upon appointment, shall receive one holster, one Sam Browne belt, one handcuff case, one cartridge holder, two belt holders, one key holder, one baton ring, one trouser belt, one nylon jacket, five long-sleeve shirts, five short-sleeve shirts, two caps, three year-round trousers, one pair of shoes, one whistle, one chain, two name tags and two ties.
Upon the successful completion of a twelve-month probationary period, each member shall receive one dress blouse and one closed holster.
Upon satisfactory completion of a three-month probationary period, each member shall receive additional clothing and other items at the rate of twenty-five dollars ($25.00) per month for each month remaining in the calendar year of appointment. Thereafter, each member, during such time as he or she is required to wear an official police uniform, shall receive an allowance not exceeding three hundred dollars ($300.00) in any calendar year. Such sum of three hundred dollars ($300.00) shall be cumulative. If such sum is not fully used in one calendar year, the balance shall be credited to such member for use in subsequent years.
Upon assignment of any member of the Police Department to the Detective Division or the Plain-Clothes Squad or as Juvenile Court officer, such member shall be entitled to receive a clothing allowance in the amount of twenty-five dollars ($25.00) for each month of such assignment, to be used for the purchase of clothing commonly worn by such officers while on duty. The Chief of Police shall also receive a monthly clothing allowance of twenty- five dollars ($25.00). These clothing allowances are to be administered under the same terms and conditions pertaining to the uniform allowance.
Upon appointment of any member of the Police Department as a Corrections Officer, such member shall be entitled to receive a first-year clothing allowance in the amount of three hundred fifty dollars ($350.00); after the first year of his appointment, such member shall be entitled to a yearly clothing allowance of one hundred fifty dollars ($150.00). These clothing allowances are to be administered under the same terms and conditions pertaining to the uniform allowance.
(D) Use of Allowances. It is hereby determined by Council that the initial allowance given to a person upon his original appointment to the Police Department shall be for the purchase of new wearing apparel and that the annual allowance provided in subsection (c) hereof shall be available to the member to cover ordinary wear and tear and replacement of such clothing.
(E) Uniform Emergency Replacement Fund. In the event that a uniform or portion of a uniform worn by a member of the Police Department is damaged beyond repair or destroyed while a police officer is engaged in performing a particular assignment in the line of duty, then upon special application by such member, approved by the Chief of Police and by the Mayor, the City Auditor is authorized to disburse from a special fund, known as the Uniform Emergency Replacement Fund, a sufficient sum of money to be applied by the City toward the purchase of wearing apparel and uniforms to replace the articles of clothing so damaged or destroyed. In order to authorize the purchase of such apparel from the Uniform Emergency Replacement Fund the City Auditor shall be satisfied that such application is within the scope of the provisions of this section and that such expenditure is not required because of reasonable wear and tear experienced by the Police Department member with respect to such clothing but is in fact required as a result of unforeseen and extraordinary circumstances.
(F) Records. The City Auditor is hereby authorized and directed to keep a separate ledger account of each individual member of the Police Department, disclosing the amount made available for the purchase of clothing by action of Council, as the same may be amended from time to time, the items of clothing and apparel purchased for such member by the City, the date of the order, the date of the delivery of the clothing, the cost thereof and such other information as the City Auditor may deem advisable or necessary.
The City Auditor is further authorized and directed to make any additional regulations necessary for the purpose of properly administering the provisions of this section.
