232.03   CHAIN OF COMMAND.
   (A)   The Chief of Police shall serve as the commanding law enforcement officer for the members of the City of Lima Police Department.
   (B)   The Chief of Police shall also serve as the commanding law enforcement officer for all other law enforcement officials with police powers working in any other city department, solely with respect to their exercise of law enforcement powers granted or derived under the authority of the Chief or Mayor. This provision shall not affect or impair the authority of the Fire Chief or any member of the Fire Department granted under any other provision of the City Code, City ordinance, or under Ohio law.
   (C)   The chain of command within the Police Department is established as follows: The superior officer below the rank of Chief of Police shall be determined by seniority within each rank.
