§ 131.04  POSSESSION, CONSUMPTION AND SERVING OF ALCOHOLIC BEVERAGES ON PUBLIC PROPERTY AND AT SPECIAL EVENTS IN THE COMMUNITY CENTER.
   (A)   Notwithstanding the provisions of § 131.03, the possession, consumption and serving of beer or wine or any other alcoholic beverage, shall be lawful inside of the Lillington Community Center, located at 607 South Thirteenth Street, and at special events on properties owned by the town, following submission of a written request and under conditions set and approved by the Town Manager. Conditions shall include, but are not limited to, the following:
      (1)   Appropriate permits must be obtained as required by law for the possession and consumption of alcoholic beverages;
      (2)   The sponsor of the event or gathering where beer, wine or any other alcoholic beverage will be served and consumed must obtain appropriate liability insurance to protect against personal injury and property damage;
      (3)   Staffing by off-duty town police officer(s) during any event where alcohol will be served and consumed;
      (4) Serving of alcohol shall cease one hour prior to the end of the special event and no later than 10:00 p.m.
   (B)   Nothing herein shall be interpreted to require the town to apply for the needed permits or insurance coverage unless the town itself is the sponsor of the event.
