It shall be the duty of the city’s Code Enforcement Officer, or person designated by him or her, including but not limited to a police officer, to enforce the provisions of this chapter, and upon a determination that a violation of this chapter exists, the enforcing officer shall ascertain the name and mailing address of the owner of the property and a description of the property where the violation exist.
