(A) Those residences served through the contract for collection of garbage and rubbish shall each be responsible for their pro-rated share of the monthly payment of the contract.
(B) All rates and charges not paid by the fifteenth day following the billing date are hereby declared to be delinquent and a penalty of 10% of the amount of the rates or charges outstanding shall be charged and shall become a part of said bill.
