(A) Any person desiring or required to build, replace or repair any sidewalk within the city before doing so or commencing any construction work thereon shall file an application for a permit with the Clerk-Treasurer to be transmitted by the Clerk-Treasurer to the Street Department, which application shall be signed by the owner or agent of the abutting property where the sidewalk is to be built, replaced or repaired. A form of permit application shall be prepared by the Street Department and approved by the Board of Public Works and Safety. The Street Department Superintendent shall approve all permit applications.
(B) A permit fee of $25 shall be paid by the property owner to the Clerk-Treasurer at the time application is made.
