(A) The permit shall be posted in a conspicuous place at the site of the work, until the time as the work is completed.
(B) In the case of an emergency, the person making a cut shall, before making the cut, obtain preliminary approval from the Street Commissioner of the city.
(C) Upon obtaining the preliminary approval, the person making the cut may commence, provided, however, that on the first day that the Clerk-Treasurer's office is open following the making of a cut, the person shall be required to apply for a permit, which, when issued, shall be effective retroactive to the date the excavation was started.
